The Goddard Senior Citizens Advisory Board is hereby created for the City of Goddard with the specific purpose of maintaining and operating the Goddard Senior Center.

The Goddard Senior Citizens Advisory Board shall consist of seven (7) board members to be appointed by the Mayor with the consent of the Governing Body of the City of Goddard.  No less than four (4) of the seven (7) board members shall be residents of the City of Goddard.  The first board shall be appointed as follows:  two (2) members shall be appointed for a term expiring after one (1) year, two (2) members shall be appointed for a term expiring after two (2) years, and three (3) members shall be appointed for a term expiring after three (3) years.  Upon the expiration of the terms of members first appointed, succeeding members shall be appointed in a like manner for terms of three (3) years.  Vacancies by resignation or otherwise shall be filled in a like manner for the remainder of the unexpired term.  Board members may serve up to two (2) consecutive terms on the board.  The City Administrator or his/her designee shall serve as a non-voting ex officio board member.  The Goddard Senior Citizens Advisory Board will also serve as the designated board of directors of the associated Goddard Senior Center non-profit organization when this separate organization is created at some future time.

The Goddard Senior Citizens Advisory Board shall consist of the following officers:  Chairperson, Vice Chairperson, Secretary and Treasurer.  The Chairperson is responsible for leading the board and facilitating meetings.  The Vice Chairperson takes on the role of the chairperson in his/her absence and is second in command.  The Secretary is responsible for official communications with board members and recording meetings, along with maintaining other board records.  The Treasurer oversees all matters related to the organization’s finances, property and budget.  The board shall elect from its members these officers during the January board meeting to serve one (1) year terms.

The board shall meet monthly or more frequently at the call of the Chairperson or a majority of the board members.  Meetings upon call shall be initiated by notice to the City Clerk.

The mission of the board shall be to promote the social, health, educational, nutritional, physical, recreational, and intellectual well-being of the senior citizens of the community.  The board will be advisory to the City Council and will forward its suggestions and recommendations to the City Council through the City Administrator or his/her designee.  The board will make quarterly presentations to the City Council to discuss the activities and accomplishments of the Goddard Senior Center, along with future goals and activities.  Financial reports will also be submitted on a monthly basis to the City of Goddard Chief Financial Officer.

The main objectives of the Goddard Senior Citizens Advisory Board are as follows:

(a)      Maintain an attractive facility.

(b)     Maintain a monthly calendar of events.

(c)      Maintain open communications with the senior citizen community through multiple modes of communication.

(d)     Increase group activities and fellowship at the Goddard Senior Center.

The Goddard Senior Citizens Advisory Board shall have the following powers and duties:

(a)      To draft and recommend adoption by the City of Goddard governing body a set of organizational bylaws.

(b)     To establish rules of conduct for the Goddard Senior Center.

(c)      To oversee the general operations of the Goddard Senior Center.

(d)     To provide input on senior services offered by the Goddard Senior Center.

(e)      To engage in fundraising efforts to provide additional funding to the organization.

(f)      To provide input into the hiring of the Goddard Senior Center director, as well as his/her annual job performance.

(g)      To collaborate with the Goddard Senior Center director on establishing an annual budget and making the appropriate reports to the City of Goddard Chief Financial Officer and governing body.

The Goddard Senior Citizen Advisory Board members shall receive no compensation for their services as members of the board.
