It is unlawful for the operator of any vehicle to turn the vehicle so as to proceed in the opposite direction or to turn his or her vehicle to stop or park left of the center line of the roadway on which he or she was proceeding:

(a)      At any intersection at which traffic is controlled by a traffic control signal;

(b)     Upon any street unless such movement can be made in safety and without interfering with other traffic.”

The alley located one half block East of Main Street, between First Street and Santa Fe Street, is hereby designated a one-way roadway for Southbound traffic only and, as such, shall be subject to enforcement as a one-way roadway pursuant to Section 45 of the Standard Traffic Ordinance, as adopted by the governing body of the City of Goddard, Kansas.
